Democratic leaders in the US Congress have sidestepped legislation on a $25 billion loan to bail out the country's car industry.
They are instead demanding that the Big Three American automakers - General Motors, Ford and Chrysler - develop a plan assuring the money would make them economically viable. The Democratic speaker of the House of Representatives, Nancy Pelosi, and Senate Majority Leader Harry Reid, also a Democrat, said Congress would return to work in early December to vote on legislation if the carmakers produce an acceptable, long-term strategy.
